Memorandum of Understanding between the Ministry of Education
of the People’s Republic of China and the Department of Education
of the United States of America on Further Expanding Cooperation
and Exchanges in the Field of Education
The Ministry of Education of the People’s Republic of China and the Department of Education of the United States of America (hereafter referred as “both sides”),
Guided by the desire for closer cooperation in the field of education in keeping with the provisions, and
To promote and expand cooperation and exchange in the field of education between the two countries, based on the principles of equality, mutual understanding and effectiveness, and
Based on the solid foundation of the Memorandum of Understanding between both sides signed on October 21, 2002,
Have decided to sign a new memorandum of understanding that reflects the expanded desire for cooperation and that demonstrates the willingness and vision of both sides to further such cooperation and exchanges, and therefore
State their mutual understandings as follows:
Part One: Cooperation in Higher Education
1.1 Both sides are focusing their efforts on increasing collaboration and exchange between people and higher education institutions in both countries. This collaboration is intended to support the development of talent among individuals and strengthen the role of universities in building innovative societies, promote the exchange of university faculty and students, and encourage the participation of the private sector.
1.2 Both sides see value in expanded cooperation through the U.S. Department of State and the Chinese Ministry of Education co-sponsored bi-national Fulbright student and scholar exchange program and other joint research scholarships to encourage young academics to carry out scientific collaboration, research, and exchange between higher education institutions in both countries and to promote long-term academic links.
Part Two: Cooperation in Language Learning and Teaching
2.1 Both sides recognize that learning and mastering one another’s language builds mutual understanding, increases opportunities for meaningful exchange, and facilitates university and scientific research. Increasing cooperation and exchange in language teaching and learning will strengthen the educational ties between our two countries and enhance communication and cooperation between our people.
2.2 Both sides intend to promote language study at all levels of education through existing programs and including the use of technology to facilitate the teaching of language.
Part Three: Cooperation in Primary and Secondary Education
3.1 Both sides recognize that sound primary and secondary education are the best foundation for a high quality higher education system and appreciate that high standards at the primary and secondary levels, especially in mathematics and science, provide an important foundation for economic and social prosperity. Sharing research-based practices in mathematics and science instruction in primary and secondary school will benefit students in both countries.
3.2 Both sides intend to encourage the sharing of expertise and the exchange of teachers, administrators, and students at the primary and secondary education levels.
Part Four: Regular Consultation
4.1 Recognizing the need for regular consultation to strengthen their collaborative relationship under this MOU, and the willingness to discuss common challenges, both sides commit to placing education at the center of our ongoing consultation.
Part Five: Implementation
5.1 The sides intend that their cooperation be guided by this MOU commencing on the day it is signed.
5.2 The sides intend that any amendments to this MOU be made through formal diplomatic channels in writing.
5.3 The sides intend that this MOU may be terminated at any time by either side by giving six months notice in writing.
Done at Beijing on the 16th day of November 2006, in duplicate, in the English and Chinese language. Both texts have equal validity.
